Why develop staff?

Some questions to about the training landscape in SA:
- Why should the government impose a skills levy for companies to train and develop their staff?
- Would employers not train if they were not forced?
- 1% – do you really spend that less (if at all) on your people development?
- Is all the stress of work place skills plans and annual training reports worth the minimal return for your spend?
- What if they end up leaving anyways? Isn’t that a waste?
- What’s the real reason why you train, or would train?
- Is it measurable?
